I can see duplicated files that are identical in these folders and subfolder below
C:\OneDrive\Documents\_Properties\My Web Sites\
and
C:\OneDrive\Documents\Documents\_Properties\My Web Sites\
but any of several searches using different parameters does not show the dupes.
What am I doing wrong.

Identical in what manner? Date & size?

What searches/parameters?
Are you using 'Same content'?

Have you verified a pair of these files - outside of DC, using say a hash check program?
And do the two hashes match?

If not, then they are not "Same content" identical, IOW, they are not identical.


(I know nothing of "One Drive", nor if it adds "metadata" to files?)

Sometimes the OneDrive folders are classed as system folders.

If you are scanning from a lower folder you may need to uncheck:
'Skip system folders'
or
'Don't follow NTFS mountpoints...'
